The coreason-ecosystem recognizes compute infrastructure not as abstracted hardware, but as literal thermodynamic engines. Every cognitive cycle consumes finite free energy. To orchestrate a continuously expanding reasoning swarm without succumbing to entropy, the Governance Plane strictly enforces Ashby's Law of Requisite Variety and minimizes aggregate Variational Free Energy (VFE).

1. Ashby's Law of Requisite Variety

To regulate the cognitive expansion of the swarm, the control system (The Orchestrator) must possess a variety of responses greater than or equal to the variety of the system being controlled (The Swarm).

Reactive capacity provisioning (a legacy 2010s anti-pattern) violates this law by scaling linearly in response to non-linear epistemic spikes. The Governance Plane satisfies Ashby's Law through stochastic anticipation. The ExpansionLoop continuously maps the trajectory of the cognitive workload, autonomously hydrating ephemeral environments across the physical matrix (AWS Spot, Vast.ai) before the swarm encounters a computational horizon.

2. Aggregate Variational Free Energy (VFE)

The infrastructure bond is cryptographically severed. 2. An unceremonious SIGKILL cascade is executed across the physical compute layer. 3. The surrounding active nodes re-converge the network graph to route around the thermodynamic void.

This guarantees that the consumption of fiat capital remains strictly bounded by mathematical necessity.
